Steven Groves

Steven Groves works to protect and preserve American sovereignty, self-governance, and independence as the Director of the Presidential Transition Project and Margaret Thatcher Fellow. He is the Co-Editor of Mandate for Leadership: The Conservative Promise, the flagship policy book for the 2025 Presidential Transition Project.

From 2017-2020, Groves served in the Trump Administration in several roles, first as Ambassador Nikki Haley’s Chief of Staff at the U.S. Mission to the United Nations. Groves subsequently joined the White House where he was commissioned as Special Assistant to the President and Assistant Special Counsel, representing the White House in the investigation conducted by Robert Mueller into Russian attempts to interfere in the 2016 election. After the conclusion of the investigation, Groves continued to serve at the White House as Deputy Press Secretary.

Prior to serving in the Trump Administration, Groves was Heritage’s Bernard and Barbara Lomas Senior Research Fellow from 2007-2017.

Groves has testified before Congress on international law, human rights, the United Nations and treaties such as the U.N. Convention on the Law of the Sea, the Convention on the Rights of Persons with Disabilities, and the Convention on the Elimination of All Forms of Discrimination against Women.

In 2013, Heritage awarded Groves the Dr. W. Glenn and Rita Campbell Award for his work. The award is given annually to the Heritage employee who made “an outstanding contribution to the analysis and promotion of a free society.”

Before joining Heritage in 2007, Groves was Senior Counsel to the U.S. Senate Permanent Subcommittee on Investigations where he led the subcommittee’s investigation of the United Nations “oil-for-food” scandal, the most extensive congressional probe ever conducted of the U.N.

Groves previously practiced law at Boies, Schiller & Flexner LLP, specializing in commercial litigation. Before that he served as Assistant Attorney General for the state of Florida, where he litigated civil rights cases, constitutional law issues and criminal appeals, among other matters, in state and federal court.

Groves is a frequent guest commentator on domestic and international television and radio. He has appeared on ABC, BBC, CNBC, CNN and CNN International, CBS “60 Minutes”, Fox News Channel, MSNBC, National Public Radio, Voice of America, NHK, Al Jazeera, Alhurra, and the Canadian Broadcasting Corp.

His commentary and opinion pieces have been published by journals such as National Review, The Weekly Standard, The Daily Signal, and Human Events, as well as by The Washington Times and other major newspapers across America.

Groves holds a master of laws (with distinction) from Georgetown University Law Center, a juris doctorate from Ohio Northern University’s College of Law, and a bachelor of arts in history from Florida State University.
