DeWine Signs Success Sequence Into Law for Students

Heritage Action is celebrating Gov. Mike DeWine’s, R-Ohio, decision to sign into law Tuesday the Success Sequence, a life framework to be taught in grades 6-12. The Center for Christian Virtue also celebrated the move.

According to the bill, SB 276, “Success Sequence” is a three-pronged framework to teach students that completing at least a high school education, working full-time, and getting married before having children makes one “overwhelmingly less likely to live in poverty in adulthood.”

This amounts to a 97% reduction in poverty risk for youth who follow this framework, according to the Center for Christian Virtue.

The bill’s text also lays out how the Ohio Department of Education and Workforce will review and maintain a list of curriculum and resources, and “shall include, and be consistent with, evidence, identified using the best research methods available, describing the positive personal and societal outcomes associated with the success sequence.”

Students will need to receive Success Sequence instruction in at least one class before they are eligible to graduate from high school.

Heritage Action State Advocacy Manager Paul Lagemann praised the bill’s sponsor, state Sen. Kristina Roegner, for her championing of the legislation.

The Success Sequence is “the path out of poverty!” the Center for Christian Virtues declared in a Tuesday press release.

“By signing the Success Sequence bill into law, Governor DeWine has secured a monumental victory for Ohio’s youth. After 30+ years of research, the path to avoiding poverty in adulthood couldn’t be clearer: graduate high school, work a full-time job, and marry before having children,” Center for Christian Virtues Policy Executive Director David Mahah said. “Thanks to Governor DeWine and our legislative leaders, teaching this proven road map is now law.”

The Daily Signal previously spoke to the organization’s president, Aaron Baer, about the Success Sequence, which he promoted as “a good solution” while discussing the 2026 Family Structure Index released in April.

Baer and his organization are looking to improve Ohio’s family structure index ranking, which came in at 30th. The Center for Christian Virtue is particularly focused on education and school choice.

Senate President Rob McColley, the Republican nominee for lieutenant governor, also promoted the Success Sequence, which goes along with his fatherhood initiative, when previously speaking to the Daily Signal.

McColley stressed the importance of “these data-driven conversations that are backed up” by decades of research, adding “we can’t be afraid to have these tough conversations because our children really are relying on us to line up state policy with a pro-family lens that we can lean into.”
