Does FEMA Know Where Its Homeland Security Grants Are Spent?

President Obama promised a federal government that is dedicated to greater openness and transparency. But does the Obama administration believe in openness and transparent government when it comes to homeland security grants managed by the Federal Emergency Management Agency (FEMA)?

Under the Freedom of Information Act (FOIA), the Heritage Foundation requested basic grant information on the Transit Security Grant Program and the Port Security Grant Program. The transit security grants provide taxpayer funds to mass transit and passenger rail systems to “protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies.” The port security grants are intended to help port “prevent, detect, respond to and recover” from terrorist attacks.

For the each fiscal year that the transit and port security grants have been in existence, the Heritage Foundation asked for the full name of the grantee, full mailing address, fiscal year of the grant award, grant award data, dollar value of the grant, and the purpose of the grant. The FOIA requests for the transit and port security grants were received by FEMA on March 31, 2010 and April 12, 2010, respectively. (more…)
