“Scene at the Signing of the Constitution of the United States,” by Howard Chandler Christy. On September 17, 1787, 39 of the 55 delegates at the constitutional convention drafted the constitution. The Constitution of the United States had to be ratified by 9 of the 13 colonies to become the supreme law of the land. By the end of 1788, 9 states had ratified the constitution.
