Star Parker, president of the Center for Urban Renewal and Education, joined other black leaders Thursday in calling for Congress to censure Rep. Maxine Waters, D-Calif., who said in June, “If you see anybody from that Cabinet in a restaurant, in a department store, at a gasoline station, you get out and you create a crowd.
